Unless there's an athletic scholarship on the line, the debate about running D2 versus D3 shouldn't be your main concern when selecting a school. Because honestly, it's mostly irrelevant beyond NCAA D1. I ran for a D3 school in the NESCAC, which provided a great balance of intense competition (for my level) and academic excellence. The guys at the top of the conference during my tenure were 14:30 5k guys. I was in the 15:15 zone, and found heated races every weekend.
The diversity was great. My team had a handful of 14:30-15:30 guys, but we also had our share of 17:30 guys. It was perfect environment to run, socialize and learn. Don't rule it out based on a D1-D2-D3 hierarchy. It's much more complex than numbers.

At least $150 an hour. Anyone that charges less than that does not have confidence in their work – and neither should you. The only way to get good ink cheap is if you are getting it from a friend who is a pro – and that don't happen too often. Good luck.
