Yea you can free roam at the start, You can basically do anything when you play. If you want Cars, Jets, Helicopters and Guns delivered to you, you gotta play the whole game and take over places, do missions. Fun GAME!! Very long tho.. I Your a maniac if you wanna beat the game 100%, I've played for 23 hours and only got 20% of the game done..
