No, I'm sorry there isn't but you can get a box for $27 with 3 month live 400 microsoft points and a headset. The 3 month live costs $24 itself and 400 points is $6-$8 and headset is $20, so its a great deal
some artists charge by the hour (mine does) and some charge by the size and detail of the tattoo. i have never had an artist charge a different price for a color or black tattoo. i'm not sure what small/medium is to you but i have what i would consider to be two small tattoos and they have both cost $200 to $250. the best way to get a feel for price is to look at portfolios and ask how an artist charges.
